Andrew Jackson is writing to Martin van Buren, the ambassador to great Britan. Jackson was writing this letter to tell Van Buren what was going on and how he planned to deal with the nullification crisis in South Carolina. The leaders of South Carolina were unhappy with the tariifs they had to pay involving trade. They also felt that the state should hve more power than the fed. gov't. So they decided to nullify congress's ruling on the tariffs. This made Lackson very mad. He asked congress to pass a law saying he was in charge of the military and could use force to perserve the union. Then, South Carolina turned around nullified this ruling. Basically, Jackson is telling Va Buren that he will and is capable of using force to perserve the Union.
